If in doubt, what should one do?

In the official model, pages have an owner, who is the only responsible. Not in the SCM model.

Web pages served with the MIC server are primarily cooperatively managed information. The fact that they are presented as html pages is only secondary. Important for practical reasons, but secondary.

In case a page is not clear, or is out-dated, or doesn't contain some expected information, one should try to address this in the best scope, and thus first to publish the problem, so that:
